Paul Smee
Chief Executive

Paul Smee



Paul joined APACS in January 2005.
He was previously Director General at the Association of Independent Financial Advisers, a post he had held since 1999, after a career which included posts at the Department of Trade and Industry, London Stock Exchange and the Association of British Insurers.


AAL Executive Committee

The Executive Committee develops APACS' strategy and looks at the long-term needs of the organisation, including staff development and financial management. It ensures that work across APACS and the clearing compnaies is consistent, well managed, and delivers what members want and need. There are nine members of the Senior Management Group, who are:

Gary Hocking, Director of Operations & Deputy to the Chief Executive
Gary oversees all APACS Administration Limited service functions, such as HR, IT, Finance, Legal and Office Services. He is also responsible for strategy development for APACS Administration Limited.

Paul Marsh, Director of Cards and Fraud Control Division
Paul spearheads all our security and anti-fraud activities, including the Dedicated Cheque and Plastic Crime Unit (DCPCU) and chip and PIN, ensuring APACS remains at the cutting edge of the banking industry's efforts to counter fraud. In addition he has responsibility for card-related policy.

Sandra Quinn, Director of Communications
Sandra heads up the communications team at APACS who handle the organisation's relations with media, Parliament and other key external stakeholders, both here and in the EU. Sandra is also involved in the marketing of APACS and growing our sphere of influence.

Peter Finlayson, Director of Policy
Peter has responsibility for major initiatives such as the development of the National Payments Plan and for consultancy, research and analysis, and the co-ordination of industry standards.

Hilary Plattern , Director of Strategy and Governance
Hilary is responsible for strategy and governance issues and for overseeing the work on payments integrity, information security and the development of the Single Euro Payments Area.  She is also responsible for cash, SWIFT UK, EBA UK Group, online banking fraud, mobile payments and the bank reference database.
